Soft Targets Protections: Safeguarding Events and Large Crowds from Vehicle Attacks

Today’s ever-evolving threat continuum presents challenges for safeguarding special events from Vehicle as a weapon attacks. The need for organizations to be proactively engaged in assessing risk from multiple angles cannot be understated. Soft target challenges on exterior perimeters to stadiums, venues, arenas, parades, carnivals, festivals, entertainment zones, and mass transit hubs are concerning on multiple levels. In particular, vehicles as weapons are problematic within the sports and entertainment ecosystem. Errant, distracted drivers, intentional bad actors, and the threat of terrorism-domestic, international and lone-actor-insider threats keep venue owners up at night. Conducting proper site risk assessment, red teams, table top, computer simulations and evacuation drills while aligned with public/private partnerships is an effective risk mitigation strategy for safeguarding soft target events and large crowds from vehicle attacks.

LEARNING OBJECTIVES

Upon completion of this workshop the attendee will understand:

  1. Identify Soft Target challenges in commercial and densely populated areas where large crowds gather.
  2. Develop an increased knowledge for effectively safeguarding today’s stadiums, venues, arenas, parades, carnivals, and special events.
  3. Understand the importance of conducting proper site risk assessments for soft targets.
  4. Learn how vehicles as weapons can create inherent risks to soft targets.
  5. Understand key risk mitigation strategies for preventing and/or reducing vehicle attacks within densely populated public spaces.

INSTRUCTORS

Herb Ubbens – is the Facilities Sector Chief for InfraGard Eastern North Carolina. He is also the President of Paratus Consultants Group and Crowdguard US. Herb has 28 years in the Security, Safety, Emergency Preparedness and Risk Management world developing and leading teams in the protection of Critical Infrastructure and in particular soft targets. He has held positions as a former Director of Security and Life Safety, Chief Security Officer (CSO), and Risk Manager. Board Certified in Security Management (CPP) and Physical Security (PSP). Herb was a member of the technical committee for the Active Assailant Supplement to the ANSI/ASS/SHRM Workplace Violence Prevention and Intervention Standard (WVPI) as well as The Business Continuity Guideline. He is a Working Group Member of the FEMA/NC Emergency Management Private Sector Unmanned Aircraft System program as well as an assessor for the DHS Best Practices for Anti-Terrorism Security (BPATS) SAFETY Act program.
Herb is member of ASIS International, the world’s largest security organization, where he is an active member of the Commercial Real Estate Council. He is a member of the Security Industry Association (SIA) and is member of the Perimeter Security and Standards committees.

Herb has conducted hundreds of Risk Assessments and developed and implemented enterprise risk management programs, OSHA safety training, workplace violence reduction, safety awareness, emergency preparedness and response and programs to organizations, public and private security, law enforcement and businesses. Herb served as an adjunct instructor for more than 15 years teaching in law enforcement academies and in-service training programs. He enjoys sharing his experiences with others with his main goal of keeping people safe.

He was recognized by Security Magazine as The Most Influential People in Security 2017. Mr. DeMeo is also the author of the best-selling book, What’s Your Plan? A Step-By-Step Guide To Keep Your Family Safe During Emergency Situations.

Mr. DeMeo holds professional memberships with both ASIS International and National Center for Spectator Sports Safety and Security-NCS4. He serves as a remote learning Adjunct Instructor with the following Universities: Tulane University’s School of Professional Advancement-SOPA, Jacksonville State University, Dept. of Kinesiology, Mercer University-Stetson School of Business where he teaches both graduate/undergraduate students about Event Security, Facilities and Risk Assessment.

Mr. DeMeo is currently enrolled in an Online Higher Education Graduate Certificate Program at Appalachian State University-Cratis D. Williams School of Graduate Studies.
